Lessons Learned from the 2011 Tohoku Earthquake and Tsunamis
『2011年東北地方太平洋沖地震津波から学んだ教訓』

福谷　陽

理工学部、建築・環境学部教養学会では、１２月１２日（月）に理工学部理工学科、土木・都市防災コース所属、海岸工学の分野において津波や高潮によるリスクの評価手法を研究テーマとする福谷 陽先生を講師として招聘し、標記タイトルによる３回目の講演会を開催した。
同名のタイトルによる前２回の講演会に準じ、講演内容においては
➀津波とはどのような現象であるのか。
➁東日本大震災において発生した津波の性質、津波による被害。
➂福島第一原子力発電所の事故により起こった放射性物質の拡散を含む震災以後の被害。
➃今後の津波に対するハード、ソフトの両面の対策などについて説明がされた。
また今回においては、記録に残されている神奈川県に到達した歴史上の大きな津波についての説明が比較の観点から行われ、地域と津波被害についての知識を深める機会となった。
東日本大震災が発生した２０１１年には、今回の受講者の大多数が小学１年生であり、震災に関する当時の記憶の程度はあまり鮮明ではない受講者もいることが分かった。
来年以降入学することになる大学生はもはや東日本大震災の直接の記憶を持たない世代となるであろう。
地震とそれに伴う津波の現象を工学の観点から理解し、それがもたらした結果を記録から整理しそれに基づいて今後の対策を考えてゆくという趣旨の本講演会には、理科系の学部において大災害の記録を工学の視点から継承するという新たな意味合いが今後は加わると思われる。

以下は当日の受講者よりの質問の一部。
Q. I understood that the speed of a tsunami is related to the water depth. My question is if there is a big difference in the velocity of a tsunami depending on the depth and scale of the hypocenter of the earthquake by which it is generated?
津波の速さが水深と関係があることが分かった。では、震源の深さや規模の大きさによる速度の大きな違いはあるのか。

A.The velocity of a tsunami in deep waters is theoretically c=√gh and is independent of the depth and scale of the earthquake. It should be noted, however, that the depth and scale of the earthquake do not affect the velocity, but that they greatly affect the height of the tsunami wave.

Q. Is it always the case that as long as an earthquake occurs on the land, that is, as long as its epicenter is located on the land, it does not trigger tsunamis?
地震の震央が内陸であるならば、津波が常に発生しないという理解で良いのか？

A.Basically, your understanding is on the right track. However, even if the epicenter is located in an inland area, a tsunami can be generated under the condition that the epicenter is so close to the sea area and that the ground deformation reaches it.
